Since not much is going on in HM I will add the below from my Kennesaw blog:
THE GENERAL
The very nice engine on display in the Civil War and Railroad Museum in Kennesaw has only 2 original pieces of the locomotive from the Great Locomotive Chase. Those are 2 large heavy pieces of the under carriage, the rest of the engine is the result of very many restorations over the years.
It is a very nice and impressive engine, but it bears very little likeness to the actual engine from the chase.

APPEAL OF MY INCREASED FMV DISCONTINUED
Inotified the Board of Appeal that I was dropping the challenge to my properties Fair Market Value. My various inquiries of several individuals finally got me the below reply. In my notice to them that I was not going forward with the matter I added: "I would also add the comment that this tax situation didn't seem to be well understood by the various people I contacted and you folks should really try and all get on the same page so you can make reasoned replies to taxpayers and not make getting information as difficult as pulling teeth."

I will do my best to address your question.
There are primarily three moving parts impacting the property taxes one pays in the State of Georgia: Appraised value, millage rate and exemptions. Taxpayers can appeal the appraised value or denial of exemptions, but not the millage rate or “tax amount”. You have appealed based on the value the assessor’s office placed on your property for 2017. The only reason for you to continue your appeal would be due to your belief that the appraised value is incorrect.
The millage rate is set by all the taxing authorities (County, City, Schools) for their individual budget needs. Setting of the millage rates is a completely separate process from anything the Tax Assessors deal with. All we are responsible for is setting property values. But, again, I will do my best to explain their process in the context of answering your question.
The County Commissioners have advertised and adopted a “roll-back” millage rate (plus a little extra) for 2017. This means that once all the assessed values are set, we send the commissioners the overall numbers of inflationary adjustment as compared to the entire digest, and the numbers for purely growth against the entire digest. All taxing authorities get to “keep” the growth in their digests, but if they don’t roll-back for the inflationary amount, it is considered a tax increase which they then have to advertise as such and allow public input during 3 separate hearings. The County Commissioners did this and received some input from taxpayers and decided on the full roll-back “plus” for 2017. The schools maintained their millage rate at the 2016 level. They also held hearings, but no one showed up to complain about their tax increase. You are also in the City of Canton. I’ve heard that they also did a full inflationary roll-back, but I have not seen their final millage rate yet.
The problem with this system is, while the entire inflationary percentage increase county-wide might have been 4%, you might have witnessed an 8% inflationary adjustment in your area. In this case, you would still see a 4% increase for that particular taxing jurisdiction. But, if you only saw a 2% increase in value, you would end up paying 2% less than last year.

HOLLY SPRINGS POST OFFICE RELOCATING
The small and outdated Holly Springs Post Office at 2631 Holly Springs Parkway does not yet have a firm date for their move but they say 'at the end of the year', which hopefully means the end of 2017.
On 7/7/17 the USPS notified Robert Logan the Holly Springs City Manager that they would be relocating due to their inability to come to terms with the current sites' landlord for a long term lease. The USPS will continue service at the existing location until the replacement facility is open and operating as a post office.
The new location is to be in the strip mall across the parking lot from the Wal-Mart about 1/4 mile from the existing location. 2 units of the strip mall will be rented for the new post office. Parking in the new location will be much improved from the current post office which has a cramped lot and a busy gas station next door.
