Subject: Re: Garbage Issue - Poorly Done
Good Afternoon. The City of Canton began advertising changes with the sanitation service in utility bills at the beginning of August and ran those changes for two billing cycles. Additionally, signage was added in the Utility Billing Department alerting residents to upcoming changes, the City website listed information about the changeover and the City utilized social media as well as its email database.
One of the items that the City attempted to do with Waste Management and Advanced Disposal was to coordinate the collection of WM containers and placement of new AD containers. Both parties agreed to use a single contractor for the conversion and less than two weeks ago, WM withdrew from that option. Instead of having one truck go in with new cans and collect old cans, WM decided to handle there own separately. Had Waste Management stuck to that plan, the average Canton resident would have seen no issues as the date their last WM can was rolled out a new AD can would have been in its place. Its unfortunate, but recovering from a plan in place with less than two weeks to deploy will create challenges.
I believe that Advanced has done a great job this week in attempting to put out containers to some 9,000 customers. Additionally they are working tomorrow to attempt to complete the rollout of new containers. That said, there are likely going to be missed addresses and our Utility staff has been fielding calls and questions all week and working to mitigate any misses.
Advanced Disposal provided the lowest cost for service in the bid process. The cost for service from Waste Management was almost double the rate they charged the City under the last franchise agreement. During the last year, the City has had to create positions in the Public Works department just to handle missed Waste Management service around the City. The misses initially started with a few homes per week and in some cases became entire streets missed. Weekly the City received calls about spilled hydraulic fluids, unreplaced broken containers that could take up to a month to replace, and missed collections.
The City had been with Waste Management for 18 years prior to this conversion and anytime there is a change from a vendor that has been around that long, there is bound to be some bumps.
I appreciate all concerns that citizens have brought to us over this conversion and we've been keeping detailed notes as a learning experience.

GENERAL CITY INFO ON ELECTED OFFICIALS

I am not particularly pleased with how the recent changeover in trash collection was handled and I took time out to email each of the 6 city council members and the mayor.

Below are their email addresses, first one is the mayor the other are the 6 council members.

Canton has 3 'Wards' with 2 elected representatives from each Ward.  They serve 4 year terms and the Ward's have an election for one council member every 2 years.

Holly Mill is in Ward 3 and the most recent election sent Nick Estes to council for 4 years.  Estes and Yawn represent HM and others in the South end of Canton.

Even if you have no interest in dropping a line to them on the poor job done with the trash, you might want to save the contact email addresses for other input to them on other issues.

My grandfather use to say "You can always tell a politician, but you can't tell them much."  I tend to agree alothough I haven't given up on telling them what I think.

POOR COMMUNICATION FROM CITY ABOUT GARBAGE CHANGES

Today (Mon 9/24) the post cards are being distributed to residents about the collection schedule changing.
These cards should have been out LAST WEEK and not the day before the Tuesday trash collection! Very POOR JOB by City and Advanced Disposal Services.
The info has been up on this site for a week and hopefully HM residents have seen it and/or used links to City sites to already get this info.
Remember, although garbage will be collected tomorrow, you must leave your containers out so that they can be removed and NEW Advanced Disposal containers will be left.
The following week collection dates will be on Friday for HM and not on Tuesday. As I recall there is one of the 4 Holly Mill phases that is collected on a different day, so be sure and check your collection day on the City site.

GEORGIA ABSENTEE VOTING BALLOTS ARE ARRIVING

Ballots will vary from that shown.  This is what voters in So. Cherokee County will be getting, so study up on what you want BEFORE you go to the polls as it is a long ballot and you can absolutely count on long lines if you wait to vote on election day.

My vote will be in the mail Monday and I can sit home on election day and watch stories of you folks standing in lines for several hours to cast your votes.

Misc:  The last 2" of the ballot is missing due to my copier not picking up that oversized ballot.  You are not missing anything of worth.

2018 CHEROKEE COUNTY PROPERTY TAX BILLS ARE ARRIVING
Got mine today. $266.71.

This is the 2nd year that the City of Canton has merged its City property tax with the Cherokee County tax bill so you won't be getting a separate bill from the City of Canton.

CBS AGAIN GOES AFTER THE AJC FOR LITTERING
If you have 4minutes and 38 seconds you can take a look at the 'Better Call Harry' segment.
See: http://www.cbs46.com/category/305287/better-call-harry
CBS has had 17 such segments over the years, most from 2010 when the City of Atlanta huffed and puffed about the AJC being a major source of litter in Atlanta. 4 years ago I even appeared on one of Better Call Harry's reports.
Unfortunately that came to nothing and the AJC continues to dump these unwanted flyers onto people's lawns, driveways and sidewalks.
Why do they get away with this? When living 15 yrs in Kennesaw I tried to bring this up to the useless mayor and city council. They would not tough it with a 10 ft pole. The issue pits the supposed 'freedom of the press' against an individuals rights to the quiet enjoyment of their own property. You mention 'freedom of the press' and politicians run like scalded dogs to get away from the issue.
So the AJC continues to dump crap all over metro Atlanta, 88,000,000 of these useless advertising flyers each year, all to save a penney or so over the cost of using the Post Office, which they did until about 2008 when they changed to using a delivery service.
If you want info on the issue you can find it at one of my 4 blogs on the issue at: http://www.atlantajournal-constitution.blogspot.com/
If you want to contact Harry here is his email address: Harry.Samler@cbs46.com

Here are links to 16 other CBS reports on the AJC litter:
