Guns stolen from Holly Springs shop

Georgia Power is on site servicing Hi Caliber Firearms and Indoor Gun Range Friday Nov. 30 following a late Tuesday Nov. 27 break in that wound up disrupting power. A front entrance door to the Hi Caliber gun store is boarded up where thieves forced entry into the building.  Margaret Waage
HOLLY SPRINGS Federal agents with the Bureau of Alcohol, Tobacco, and Firearms confirm that more than 100 guns and silencers were taken Tuesday from Hi Caliber Firearms and Indoor Gun Range located at 3800 Holly Springs Parkway.
Holly Springs Police Corporal Greg Bettis said “The detectives are actively and aggressively investigating this burglary. Sometime after the close of business on Tuesday, Nov. 27 person(s) unknown forced entry through a building door and removed an unspecified amount of product.”
Holly Springs Criminal Investigation Department has partnered with the federal Bureau of Alcohol Tobacco and Firearms’ Atlanta Office to jointly investigate. Holly Springs police Chief Michael Carswell said, “Our detectives are aggressively investigating this incident. We have partnered with the BATF in the past with great success and I am confident that we’ll see similar results.”
The store is owned by former state Rep. Sean Jerguson and has had three previous burglaries in 2016.
ATF says a reward up to $5,000 for information leading to the arrest of anyone involved with the burglary.
Bill, a floor manager at Hi Caliber Firearms and Indoor Gun Range, who didn't want to give his last name said the robbery has not impacted regular business hours and the store is open for business.

More than 100 guns stolen in Holly Springs theft

UPDATED: NOV 30 2018 02:04AM EST, HOLLY SPRINGS, Ga. (FOX 5 Atlanta) - Federal agents with the Bureau of Alcohol, Tobacco, and Firearms confirm that more than a hundred guns were taken from a Holly Springs firearms store and gun range, in a heist that may be connected to other thefts of its kind.
   Holly Springs Police said Wednesday night after the store had closed, thieves forced entry through the front door and proceeded to steal "product" from the store.
    Federal agents said more than a hundred guns and several silencers were taken. Agents said the method of forced entry is similar to other recent thefts but did not specify their locations.
   The Holly Springs store has been burglarized multiple times in recent years. No word if the same burglary crew could be behind this latest attempt.
   The ATF said there is a reward of up to $5,000 for information leading to the capture of the individuals responsible for the theft.

HOLLY MILL RE-INSPECTIONS OF VIOLATIONS THIS WEEK

In late August Violation were sent out by Douglas Property Mis-Management to 588 of the 663 homes in the 4 phase Holly Mill subdivision.

A second, October, follow up letter (email) to 208 homes which remained in violation, said that during the 2nd week of November, inspections of all those homes not responding that they had made corrections/repairs would be made and fines would be imposed.

The various items that DPM/HOA complained about were:

Paint Shutters  (They do not have to be black, they just need a fresh coat of paint the same color. If you changed the color of your shutters, you will need to paint your front door to match.)

Pressure Wash your entire home

Paint or replace your mailbox

Please paint the post as well

Paint trim above the windows and/or garage door white

Arrived this evening. HM has only 663 homes. I note that 588 violation notices were sent.

So only 75 didn't get a letter. Sounds like total BS to me.

Holly Mill Homeowners,

As many of you know violation letters were sent out around the middle of August through the first week of September. If you received a letter and did NOT correct your violation(s) in a timely manner, your received a SECOND letter around the second week of October. Please have these violations corrected by the second week of November. That week all homes that received the second letter will be re-inspected. Any homes still in violation will be fined.

For those of you who have completed your violation, THANK YOU, THANK YOU, THANK YOU!! Holly Mill is looking alive again.

Here are a few of the violations that were sent out:

A bit more high tech with the new type of truck that hoists the cans to dump them into the side of the truck.

Waste Mgmt Green Trash Cans are still around. 4 on Holly Mill Village Dr alone.
Probably they will eventually get collected but WM seemed to want to exit as quickly as possible, even pulling out of an agreement they made to have the old cans removed and the new ones dropped off, all at the same time.

I would guess they are probably worth fifty bucks each, so you would think that out of 663 HM homes there are probably 20 or so still uncollected, that should be at least $1,000 worth of used trash cans they could use on other routes.

Message from the City Manager: City of Canton Sanitation Services Transition
Dear City of Canton Sanitation Customer:
     Thank you for your patience during our current transition of City of Canton sanitation services from Waste Management to Advanced Disposal Services. The weekly collection of garbage as a City service exists in the form of a franchise agreement between the City and a selected vendor. The vendor is chosen through a bidding process. The contract for the services under Waste Management was set to expire on September 30, 2018 and during the bidding process five companies submitted proposals. The City of Canton decided to accept the proposal from Advanced Disposal as it represented the lowest cost for services and the company has the resources necessary to serve a community with 9,000 accounts.
     Many individuals have reached out and asked why the City did not stay with the former provider. Simply put, the former provider’s bid was 40 percent higher in cost than that of Advanced Disposal and nearly double the cost of the previous contract. My number one responsibility as the City Manager is to make sure that every penny we receive from residents is thoughtfully spent and that includes those fees paid for user services such as sanitation. Even as the bid from Advanced Disposal was an increase of over three dollars from the former provider’s previous contract, our team was able to limit the increase for regular service costs to our customers to only $2 per month. The Senior Garbage rate was increased from $10.50 per month to $13.25 per month, still allowing a discount for the monthly service compared to the regular service rate.
     As part of the conversion from one vendor to another, the City requested that Waste Management and Advanced Disposal work together through a third party to handle the transition of carts and cans. It appeared that both were willing to do so until Waste Management pulled out of that arrangement as the conversion neared. For residents, that meant one vendor picking up old carts and another vendor bringing new carts. We would have preferred for one vendor to do both simultaneously but were unable to get the former waste hauler to agree to that process. In a period of 10 calendar days, Advanced Disposal will have delivered new garbage containers to each residential customer in the City limits, some 8,000 plus accounts. We understand that while delivery dates were estimated, some customers received their containers at a later date and I apologize for any delayed deployment. The cans are shaped differently but are the same size. Additionally, cans include the City of Canton logo and a number for the vendor should you have any concerns. This is an important new feature as there are areas around our City that are not in the City limits and we want to assure that this service is only provided to those paying for the service.
     Recycling containers are an area where we simply did not have good execution and I will take the blame for this mistake. Recycling is a complimentary service provided by the sanitation hauler and has been for the past 5 years in the City. In 2009, the City charged an additional $5 per customer for recycling on top of the garbage rate of $16.50 that year. As such, the records that the former vendor had related to the location and type of container for recycling at each address was incomplete at best once the service became free. This was the information that Advanced Disposal bid on and ordered carts to meet. While it is great to know that there are many more households in our City doing their part for the environment through recycling efforts, it is clear that the initial deployment of 65-gallon rolling carts will be far less than what our customers expect. We are working with the vendor to immediately deploy 18-gallon recycling totes in the interim as an order for larger rolling carts is placed with a manufacturer. The new carts may take up to 6 weeks to be manufactured and deployed. During that time, however, we will make sure that our roll-off site at 2525 Ridge Road can accommodate your recycling needs with single stream options for you to use on Fridays or Saturdays from 7 a.m. to 4 p.m. Additionally, we are excited to announce that a new glass recycling service is being added to the Ridge Road site for residents as glass is not an accepted material for curbside recycling.
     The City has some customers that are physically unable to get their garbage and recycling to the street. For those customers, we continue to offer a backdoor service. The rates are $13.25 for seniors and $16.50 for non-seniors. To receive this service at those rates, the City requests the completion of an annual affidavit for service. Please call 770-704-1502 for more information. For those residents that do not have a disability and would like backdoor service, the rate is $27.50 per month and this can be ordered by calling 770-704-1502. For those individuals that typically have more garbage than can fit in the 95-gallon container, a second cart may be added to your account for an additional $8.50 per month.
     If you are continuing to have any issues with sanitation or recycling, please either call 770-704-1502 or email sanitation@cantonga.gov and provide us with your name, address, and the issue. Our staff will work with you and Advanced Disposal to correct your concerns as soon as possible.

FINISHING OFF THE TRASH CAN DELIVERY
This morning (Mon 10-1) those houses who are on record as being missed are getting deliveries of the new trash cans.
Across from me a missed house now has their can. Next door to me they will probably end up picking up a container where they made a double delivery.

They had left a second container at my house also, but I got to them before they pulled away and told them I had already put mine in the garage.
So today they are finishing off the delivery/pick up's.

Holly Springs Parkway Widening Project

At the end of July Baldwin Paving Company opened 2 of the eventual 4 lanes of the Holly Springs Parkway Widening Project.   The road has been paved and additional construction continues but you can now drive through to the Home Depot without having to use 575.

At completion, the project will include the extension of culverts over Toonigh Creek, four travel lanes with a median from Home Depot to Rabbit Hill Road, the addition of sidewalks and lamp posts along the roadway, and the addition of a traffic light at the intersection of Rabbit Hill Road and Holly Springs Parkway.

Cherokee tax rate rolling back this year

A “full rollback” eliminates the effects of inflation on property taxes. The three named rates are paid for by property taxes from the county’s residents.
Cooper is proposing a full general fund millage rate rollback from 5.483 in 2017 to this year’s 5.364, a reduction in the fire district millage rate from 3.298 to 3.269 and a lowering of the park bond below the full millage rate rollback from .581 to .503.
The rollbacks, which must be adopted by the Cherokee County Board of Commissioners in July and assessed on taxpayers in November, relieve what would be an increase in property taxes caused by inflation if millage rates remained the same, Cooper said.
He presented the millage rate proposals at the June 5 regular meeting of the board of commissioners, saying that the county would be able to “meet the budget needs of agencies and departments while lowering the property tax rates, giving back to residents and business owners of Cherokee County.”
Cooper said Thursday that yearly meetings with all agencies and departments for analyses of needs and overall performance gives the county a better picture of expected costs year over year and allows staff to continue their success in planning.
“The millage rates are key elements of the budget, especially the ‘operating’ fund portions,” Cherokee County Commission Chair Buzz Ahrens said in an email Thursday.
The county’s ability to maintain high-quality services and a low tax rate shows staff is “managing its assets efficiently and managing its growth responsibly,” Ahrens said, adding that there appears to be “positive momentum” and “no dark clouds on the horizon.”
Sales tax and other taxes and charges for services, plus reserves, balance the rest of the budget, Ahrens said.
According to Cooper’s millage rate proposal, planned tax spending for fiscal year 2019 includes:
• Fourteen new jailer positions paid for for three years;
• Five additional emergency communications center personnel;
• Twenty-two new fire and emergency services and four EMS staff members
• A 3-percent cost of living adjustment for employees;
• $600,000 to fully fund inmate medical costs
• Additional money for right-of-way mowing
• Use of reserves to pay down additional debt at the start of the New Year; and
• $250,000 for the Sheriff’s Office to hire a drug enforcement detective and a drug analyst, as well as to pay for education and contribute to accountability court programs.
Public hearings on the proposed millage rates are scheduled for three 6 p.m. commission meetings: June 19, July 10 and July 24. A vote to adopt millage rates will also take place at the July 24 meeting.
